Hi David, Yes, you may absolutely use it without the sprayers running! In fact, we recommend using only a small amount of water, and also barely turning the sprayers on to conserve water. You can control the flow by simply adjusting your hose spigot, and the valve really only needs to be slightly cracked open to produce water flow. As to how much your water bill will increase, that is really up to you, but you should be able to run the water park with about the amount of water used to do a bath if you are conservative.
