Hi Jim, You definitely do not need to run the water at all times, and you can also reduce the flow to a drip using the spigot on your garden hose. However, this item is really best suited to use at least somewhat wet, so it would not be ideal to use it completely dry without at least running the sprayers enough to slightly wet the slides.
