Hi Kate, No water parks recirculate the water, and the splash areas are not designed to retain substantial water, only to retain surface water. The flow of water is controlled entirely by your garden hose, and we recommend turning the water on as little as possible to get a small amount of flow. Kids don't need a lot of water for the product to function. However, with water being a concern for you, we'd definitely recommend a smaller water park with less sprayer locations.
